HF 253 Passes Out of Minnesota House Public Safety Policy and Oversight Committee with a Vote of 13 - 4
    Bill now moves to the Civil Justice Committee

    March 17, 2009 - In a fast-paced hearing in the Public Safety Policy and Oversight Committee, several people and organizations testified in support of House File 253. The hearing began with the bill's author Representative Tom Tillberry offering a significant amendment. This amendment is generally referred to as the "merged language", resulting from the combining of language from different groups all working on this issue. The amendment was quickly accepted by the committee and the hearing preceeded with the bill in its new form.

    Multiple individuals representing a range of organizations testified expressing strong support for the amended bill. There were breeders who expressed support for the bill, and others who opposed it.

    Those in opposition generally expressed the opinion that additional regulation is unnecessary in the pet industry. The testimony of those supporting the bill clearly made a strong impact on committee members, with the final vote being 13 to 4 in favor of passing the bill to the Civil Justice Committee, where it has not yet been scheduled for a hearing.
